January 1998 Board of Directors meeting -- January 28, 1998
  • Fred Siegrist presented the year-end report for 1997. For the year income exceeded expenses by $14,000 (unaudited).
  • A 60-day motion to increase the stipend for Pacific swimmers attending National Championships from $100 to $200 and to authorize a stipend of $100 for swimmers attending Junior Championships was approved. (An amendment to change the stipends to $150 and $75 respectively failed.)
  • A 30-day motion regarding the duties and responsibilities of the Time Standards Committee was extended for an additional 30 days.
  • A motion was made, seconded, and carried to approve the proposed selection process and requirements for coach's college at the OTC.
  • A 30-day motion was made by George Cleveland and seconded concerning changes to Pacific's policies and procedures.
  • A 30-day motion was made and seconded to approve the selection dates for the 1998 Western Zone team.
  • It was moved, seconded, and approved to approve the following new club members: North Shore Mountain Swim Club, Highlands Dolphins Aquatic Club, and Sonoma County Aquatic Club. Name changes were also approved for SCRA, to Stanford Covington Racing Aquatics, and for Livermore SeaSerpents, to Tri-Valley Sea Devils.
  • A motion to set the Season 1 period for seasonal memberships from April 11 to September 7 was made, seconded, and approved.
  • It was moved, seconded, and approved to open the Pacific Long Course Age Group Championships in July to the New Zealand Kiwi Allstars for trials only and for exhibition relays.
  • A motion to set the travel stipend for spring Junior Championships in Grand Forks at $550 was made, seconded, and approved.
February 1998 Board of Directors meeting -- February 25, 1998
  • An expenditure authorization NTE $800 was moved, seconded, and approved for a preplanning trip to Grand Junction, Colorado, to prepare for Western Zones.
  • The 30-day motion regarding the duties and responsibilities of the time standards chairman was extended for another 30 days.
  • A 30-day motion was made and seconded to accept George Cleveland's proposed changes to Pacific's Policies and Procedures manual.
  • A 30-day motion to approve the selection dates for the 1998 Western Zone team was extended for an additional 30 days.
  • A 30-day motion was made and seconded to amend Section 2, Part A, Subsection 2 to read "At least (delete two copies) one copy of the sanctioned meet information sheet must be mailed to all clubs and one copy each to the meet referee and starter no later than 30 days before the closing date for entries."
  • A 30-day motion was made and seconded to modify Section 3, Part B, Subsection 2, Part a to read, "Close of check-in for the first (delete four) two events of each course shall be no more than 30 minutes before the estimated start time of the first heat of the event."
  • It was moved, seconded, and carried that open events are not considered age group competition.
  • It was moved, seconded, and carried to approve $375 as the amount of travel assistance for National Championships in Minneapolis on April 1-5.
March 1998 Board of Directors meeting -- March 25, 1998
  • Expenditure authorizations were moved, seconded, and carried authorizing the expenditure of $5,000 to as a deposit reserve a chartered airplane for Western Zones, of $750 to purchase pins for Pacific Swimming, for $625 for George Cleveland to attend the USS officials clinic in Lake Placid, New York, and for travel assistance for Pacific swimmers attending the June 26-28 USS Championships for athletes with a disability not to exceed $3,000.
  • A 30-day motion regarding the duties and responsibilities of the Time Standards committee was tabled until the April meeting.
  • The 30-day motion made in February to approve the selection dates for the 1998 Western Zone team was carried (to be posted as a separate page).
  • The 30-day motion to amend Section 2, Part A, Subsection 2 to read "At least one copy of the sanctioned meet information sheet must be mailed to all clubs and one copy each to the meet referee and starter no later than 30 days before the closing date for entries." was carried.
  • An amended 30-day motion was carried to modify Section 3, Part B, Subsection 2 to delete Part a, with Subsection 2 to read, "Close of check-in for all events shall be no more than 30 minutes before the estimated start time of the first heat of the event."
  • A motion was made and seconded that Pacific go on record as endorsing the name change of the California State Senior Championships to the Al Schoenfield State Senior Swimming Championships. The motion was defeated.
  • A motion was made, seconded, and carried to change the time standard for the PASC Nov. 13-15 Senior T&F meet to Junior T&F.
  • A number of 30-day motions were made to approve changes to the Policies and Procedures manual. For more detail, contact the secretary.
April 1998 Board of Directors meeting -- April 22, 1998
  • It was moved, seconded, and approved to authorize an expenditure of $560 for general chair Gerry Ng to attend the General Chairman meeting in Lake Placid on May 4th.
  • Re the 30-day motion regarding the duties and responsibilities of the Times Standard committee: (1) it was agreed to change paragraph 2 to read, "The membership...coaches, athletes, and (delete 'parent') volunteers appointed... (2) It was moved, seconded, and carried to reverse paragraphs 3 and 4. (3) It was moved, seconded, and carried to change 'April' to 'February' and 'May' to 'April' in what becomes paragraph 3. (4) It was moved, seconded, and carried to reword the last paragraph as follows: "Should the Age Group or Senior Committee not present a recommendation on the guidelines to the Time Standards Committee by the February Board of Directors meeting, the Time Standards Committee shall prepare the time standards based upon the currently approved guidelines, unless it appears the existing guidelines do not meet the stated purpose."
  • The following 30-day motion was made and seconded, to be effective in the year 1999:

  •  In Short Course Far Westerns, using a 3-1/2-day format, swimmers are limited to competing in a maximum of three events per day and a maximum of six individual events total. (Note: Swimmers may enter all events for which they are qualified and scratch the events they do not wish to swim. No refunds will be given for scratched events.)
  • In Long Course Far Westerns, using a 4-1/2 day format, swimmers are limited to competing in a maximum of three events per day and a maximum of seven events total. (Note: Swimmers may enter all events for which they are qualified and scratch the events they do not wish to swim. No refunds will be given for scratched events.)

  • A motion was made, seconded, and carried to approve the request from the Santa Clara Swim Club to charge a fee of $5.00 per entry for the Santa Clara International.
  • A motion was made, seconded, and carried to approve the subsidizing of host clubs for the actual documented cost of pool rental up to a maximum of $1800 per meet for one senior meet in March 1999 and one senior meet in December 1999 if these meets are sanctioned by Pacific Swimming for a Pacific host. These meets must be bid at an indoor facility.
  • It was moved, seconded, and carried to consider sessions separately for the purpose of scratchdown in relation to the four-hour rule.
  • A motion was made and seconded to permit West Valley Swim Club to charge $1.75 for open events at its June 27-28 meet. The motion failed.
  • A 30-day motion was made and seconded to approve the 1999 schedule.
  • It was moved, seconded, and carried to allow University of California Aquatics to change its name to California Aquatics.
May 1998 Board of Directors meeting -- May 27, 1998
  • Expenditure authorizations were approved for an amount not to exceed $500 for a portable PA system with a wireless microphone for use at camps, and for an amount not to exceed $x00 for a VCR/monitor for use by Club Development.
  • Through a series of motions, the following 30-day motion was approved, to be effective for the year 1999. (A motion failed to allow swimmers to compete in eight events total in Long Course Far Westerns.)
    •  In Short Course Far Westerns, using a 3-1/2-day format, swimmers are limited to competing in a maximum of three events per day and a maximum of six individual events total. (Note: Swimmers may enter all events for which they are qualified and scratch the events they do not wish to swim. No refunds will be given for scratched events.)

  • A motion was made, seconded, and carried to approve the 1999 schedule as presented in the linked table (note: the schedule will be posted after the June board meeting when the first round of bids is approved by the Board of Directors). An amendment was made, seconded, and carried to limit entries to the May 23 deck-entered Junior+ meets to at least ninth graders.
  • A motion was made and seconded to permit the Coast Valley Aquatic League to levy a surcharge of $4.00 per swimmer in its league championship meet. The motion failed.
  • A motion was made, seconded, and carried to permit Humboldt Swim Club (Zone 3) to change its name to Humboldt Coast Aquatics effective immediately.
  • A motion was made seconded, and approved to provide travel assistance to Juniors in San Jose as follows: $50 for 200 miles or less and $75 for more than 200 miles. For Nationals in Clovis, the approved travel assistance is $100 for 200 miles or less and $125 for more than 200 miles.
  • A motion was made and seconded to consider the LSC B Time Modification Proposal. The motion was tabled.
June 1998 House of Delegates meeting -- June 24, 1998
  • It was moved, seconded, and voted to cofirm the actions of the Board of Directors since the last House of Delegates meeting on December 3, 1997.
  • The following officers were elected: Board of Review: Clint Benton, Walt Eggert, John Townshend; Technical Planning Committee (coaches): Walt Cannon and Paul Weiss; Technical Planning Committee (non-coaches): Harrison Race and Vince Savukas. Nominees for Volunteer of the Year were Harrison and Lois Race and Marvin and Joyce Lanphere -- the winners will be announced at the 1998 Aquatic Sports convention.
June 1998 Board of Directors meeting -- June 24, 1998
  • Election results: Technical Planning Committee (non-coach): Doug Andriajsevich.
  • It was moved, seconded, and carried to spend up to $900 for pens with the Pacific web site URL for goodie bags for Juniors.
  • A motion was made and seconded to appoint a committee to examine the fee structure for Long Course and Short Course Far Westerns. The General Chairman has this authority, so no vote was taken, and a committee consisting of Tomm Farris, Dave Cottam, Clint Benton, and Gwenn Watanabe was appointed.
  • It was moved, seconded, and carried to accept the 1999 meet awards as presented by the Scheduling Committee.
July 1998 Board of Directors meeting -- July 22, 1998
  • Expenditure authorizations were moved, seconded, and carried for a $1,200 donation to San Lorenzo Community Church, a new computer for Registration NTE $2,500, a budget variance of $1,500 for the Age Group Committee for expenditures for the Internet Challenge Meet with Middle Atlantic LSC for decals, banner, postage, and program advertising, and up to one-half of the net cost NTE $1,300 per swimmer for four disabled swimmers from Pacific Swimming to attend the World Championships in New Zealand.
  • A 30-day motion was made and seconded that the entry fee for preregistration for open water swimmers be$12.50 per event, including $1.25 for Pacific Swimming General Fund, and that the entry fee for registration the day of the meet for open water swimmers be $25.00 per event, including $2.50 for Pacific Swimming General Fund.
  • A 30-day motion was made and seconded to accept the 1999 time standards as presented. (Copies are available from Time Standards Chairman Clint Benton.)
  • It was moved, seconded, and carried that the stipend for Pacific swimmers participating in the US Championship Meet for swimmers with a disability be $375 and that the stipend for airfare to the 1998 USAS Convention be $400.
  • A 30-day motion was made and seconded that the Pacific Swimming Board of Directors sponsor the 1999 Pacific Senior Spring championships using Junior T/F time standards and scheduled for March 5-7.
  • A motion was made, seconded, and carried to approve the second round 1999 meet bids (included in the 1999 meet awards already posted) as awarded by the Scheduling Committee.
  • A motion was made, seconded, and carried to delete the Pacific Swimming bylaws from future editions of the swim guide.
  • A motion was made, seconded, and carried that all material for the swim guide be submitted by the end of October.
  • A motion approving a number of changes and deletions to Pacific Swimming's Policies and Procedures was made, seconded, and carried. (For more specific information on these changes contact Pacific's secretary.)
August 1998 Board of Directors meeting -- August 26, 1998
  • An expenditure authorization motion was made, seconded, and approved to authorize the purchase of 1,000 pens as giveaways for distribution at camps and other Pacific events.
  • A 30-day motion that the entry fee for preregistration for open water swimmers be$12.50 per event, including $1.25 for the Pacific Swimming General Fund, and that the entry fee for registration the day of the meet for open water swimmers be $25.00 per event, including $2.50 for the Pacific Swimming General Fund was withdrawn.
  • It was moved, seconded, and carried that for the year 1998, the open water registration fee be $12.50 per event for preregistered swimmers and $25 per event for swimmers registering on the day of the meet.
  • It was moved, seconded, and carried that for 1999 and thereafter, fees for open water meets be presented to the board for approval prior to sanction.
  • A 30-day motion to accept the 1999 time standards as presented carried.
  • It was moved, seconded, and carried that the Board of Directors sponsor the (previously unbid) 1999 Spring Pacific Senior Championship meet (note: the vote of the board was 11 in favor, 11 against, with General Chairman Gerry Ng casting the tie-breaking vote in favor of the motion.)
  • It was moved, seconded, and approved to accept Mills Swimming (MILL) as a member of Pacific effective Sept. 1 and to accept Pleasant Hill Swim Club (PHSC) as a member of Pacific subject to their coach completing coaches safety training.
September 1998 Board of Directors meeting -- September 23, 1998
  • It was moved, seconded, and carried to approve an expenditure authorization for two laser printers for athlete registration and membership if necessary.
  • A motion was made and seconded to refer the issue of scoring at Far Westerns to the Age Group Committee for consideration. A subsequent motion was made, seconded, and carried to table the motion until August or September 1999.
  • A 30-day motion was made and seconded that a meet host who fails to collect the $10 surcharge imposed on athlete registrations accepted at a sanctioned competition be liable to Pacific for the amount of the surcharge and that it shall be remitted in accordance with Pacific's Rules and Regulations.
  • It was moved, seconded, and carried to accept Pendragons of Sonoma County (PEN) into membership.
  • It was moved, seconded, and carried to change the date of the 1999 long course Age Group Championships to July 15-18 and the date of Long Course Far Westerns to July 28-August 1.
  • It was moved and seconded to adopt a new fee structure for Far Westerns of $4.00 per individual event and $16.00 per relay entry. An amendment to the motion was made, seconded,and carried that the motion be n effect for the year 1999 only. A motion was made, seconded, and defeated that the $1.00 increase in the individual entry fee be given in total; to the host club. A motion was made, seconded, and defeated to leave the relay entry fee at $12.00. The motion as amended carried. (Note: fees to PC and travel fund remain the same.)
  • A motion was made, seconded, and carried to provide travel assistance in the amount of $425 for the U.S. Open in College Station, Texas.
  • Two separate motions were made, seconded, and carried to provide travel assistance to swimmers attending the summer national championship meet for swimmers with a disability despite periods of non-continuous registration.
  • A motion was made and seconded to include the U.S. Masters Championship in the list of meets in the1999 swim guide. The motion failed.
  • It was moved, seconded, and carried that for all meets with results in digital form, a copy had to be sent to the Pacific Swimming webmaster to be posted on the web site.
  • Athlete representative McCall Dorr announced that Chris Coble would be the new junior athlete representative on the Board of Directors. Also, Tom McRae is the new junior coach representative, replacing Caroline Capps.
October 1998 Board of Directors meeting -- October 28, 1998
  • The following expenditure authorizations were moved, seconded, and approved: $100 for the chairman of Zone 3 to attend board meetings; $138 to reimburse board coach member Tom McRae for additional expenses while attending convention; $2,000 to be moved to the OTC budget from the elite camp budget; and $750 as an honorarium for the speaker at the Jan. 1999 awards banquet.
  • It was moved, seconded, and carried to add the following to the second paragraph of Section 3.B.1.c of the Pacific Rules and Regulations: "If the meet host fails to collect the $10 surcharge from the swimmer, the meet host shall be liable to Pacific Swimming for the mount of the surcharge."
  • It was moved, seconded, and carried that the selection procedure for outstanding age group swimmer awards be as follows: (1) National Age Group record: 100 points; (2) Pacific record: 50 points; (3) National Age Group Top 16 ranking: 16 points for first through 1 point for 16th; (4) If the top 16 rankings are not available, each Pacific Swimming Top 10 swimmer who has achieved a National Reportable Time will be ranked by those times. The first swimmer will receive 10 points, the second 9, down through all of the Top 10 who have made NRTs. (5) If after determining the point totals from (1)-(4) above it is not possible to make the three selections, each placing in the Pacific Swimming Top 10 shall be used, with 10 points for first through one point for 10th.
  • It was moved, seconded, and carried that the cutoff time for the selection of outstanding age group swimmer awards be 45 days prior to the awards banquet.
  • It was moved, seconded, and carried that for 1999, Pacific Swimming adopt the USA Swimming Outreach program and offer athlete registration at $5.00 with no additional fees to Pacific. To be eligible, the swimmer must qualify for the free lunch program at his or her school.
  • It was moved, seconded, and carried to permit Reno Aquatic Club to offer the following fee schedule for the Nevada State Short Course Championships: $3.00 per individual entry, $10.00 per relay entry; $4.00 per swimmer surcharge.
  • It was moved, seconded, and carried to allow Lightning Aquatics to change its name to Mustang Aquatics, and to drop Pendragons of Sonoma County from membership.
  • To continue to encourage clubs to renew their membership timely, it was moved, seconded, and carried to make the $100 drawing for clubs who have renewed their membership by Jan. 1 an ongoing policy (the club drawn will receive a $100 rebate on their membership fee).
  • It was moved, seconded and carried to send a coach to the USA Swimming Outreach meeting at a cost not to exceed $400.
  • It was moved, seconded, and carried to award the Jan. 23-24 1999 Jr.+ meet to Tiger Aquatics.
  • The 1999 budget was presented and discussed, and after some changes, a motion was made, seconded, and carried to present the budget to the House of Delegates at its December meeting.
  • It was moved, seconded, and carried that qualifying times made at the Nevada State Championship meet on Dec. 18-21 be eligible for consideration for the Jan. 1999 Long Distance Training Camp at the U.S. Olympic Training Center.
December 1998 House of Delegates meeting -- December 2, 1998
  • It was moved, seconded, and approved to confirm the actions of the board since the last House of Delegates meeting.
  • The following nominees were presented for the Nominating Committee: Anneliese Eggert, Ron Selim, Gary Hinderliter, Gale Maynor, Gwenn Watanabe, and George Rice. It was moved, seconded, and carried to elect the nominees by acclamation.
  • The 1999 budget was presented for approval. After revisions were presented, it was moved and seconded to pull the coach honorarium under the Western Zone budget. The motion failed on a division of the house. It was moved, seconded, and passed to approve the budget as revised.
  • It was moved, seconded, and approved to accept the Mavericks Swim Team of Half Moon Bay as a club member of Pacific.
December 1998 Board of Directors meeting -- December 2, 1998
  • Two items from Policies and Procedures related to the awards banquet were presented for approval. It was moved, seconded, and carried to approve a revision of AW1 detailing procedures for selection of coach honorees. It was also moved, seconded, and carried to approve AW2, which delineates policy and procedure for swimmers to be honored.
  • It was moved, seconded, and carried to confirm the appointment of Walt Cannon as chairman of the Education Committee.
  • A motion was made, seconded, and carried to elect Judy Szmidt, Jacquie Dillingham, and Lois Race as members of the Elections Committee.
  • It was moved, seconded, and carried to elect "Fletch" Fletcher to the Technical Planning Committee as the replacement for John Dussliere.
  • A motion was made, seconded, and carried to allow the Sierra Nevada LSC to hold a long course championship meet at the Johansen Pool in Modesto pending the approval of the City of Modesto and the City of Modesto swim team. The meet shall be waived from Pacific Swimming fees, sanctioned by Pacific Swimming, and conducted under Sierra Nevada LSC rules. Any other meet dates that SN LSC wishes to host within Pacific's territory shall again be brought before the Pacific board.
  • A motion was made, seconded, and carried to fine the Pleasanton Seahawks $50 per day for distributing an unsanctioned meet sheet.
  • A 60-day motion was made, seconded, and carried to require any club/host that distributes a Pacific Swimming sanctioned meet sheet without providing the Sanctions chair a corrected copy can be fined up to $100.
  • Natalie Coughlin and Steven Brown were confirmed by the board as the 1998 outstanding senior swimmers of the year. (Follow this link for a complete list of swimmers to be honored at the awards banquet.)
