- The following expenditure authorizations were approved: funding for
Walt Eggert's trip to officiate at the USA Swimming Disability Championships
in June, and $300 to fund Fred Siegrist's trip to the USA Swimming Registration
Committee meeting in San Diego in March.
- A 60-day motion that any meet host distributing a sanctioned meet sheet
without providing the sanctions chairman with a final corrected copy be
fined up to $100 was discussed and failed.
- It was moved, seconded, and passed that the 1999 Season I (summer season)
dates be April 10, 1999- September 6, 1999.
- It was moved, seconded, and passed that the fees for swim guides that
are mailed is as follows: 1-5 copies, $4.00 each; 6-10 copies, $3.50 each;
10 or more copies, $3.00 each.
- A motion to approve $425 as the travel assistance to spring Nationals
in New York was made, seconded, and passed.
- A motion to approve $150 as the travel assistance to Junior Championships
in Federal Way was made, seconded, and passed.
- It was moved, seconded, and passed to waive the board meeting attendance
requirements and to allow reimbursement of 1998 convention expenses for
board member Dave Knochenhauer.
- It was moved, seconded, and passed to waive the application deadline
requirement and approve travel assistance for several DVA athletes for
1998 long course Junior Championships.
- A proposal for educating clubs as to registration, coach certification,
and meet directors' responsibilities was presented by membership chairman
Judy Szmidt. The proposal was referred to the Club Development committee.
- A proposal concerning meet caps and novice swimmers was presented by
sanctions chairman John Geary. It was referred to a task force for further
recommendation.
February 1999 Board of Directors meeting
-- February 24, 1999
- Expenditure authorizations were approved for two athletes to attend
Select Camps and to add $100 to the Senior Chairman budget for postage.
- It was moved and seconded for Pacific to provide financial assistance
to Rohnert Park Swim Club to help offset increased pool charge for their
senior meet in December. The motion was tabled until a budget for the meet
is presented to the board.
- It was moved and seconded to adopt the meet cap proposals that were
presented last month. The motion was tabled until a total proposal for
managing meet size is presented.
March 1999 Board of Directors meeting --
March 24, 1999
- A motion was made, seconded, and carried to grant a USA/Pacific Swimming
sanction to the Davis Aquatic Masters for their June 5 open water swim
meet at Lake Berryessa, allowing them to charge $15 for a 500 yard event
and $25 for one mile events plus a $5 late fee. Normal sanction fees apply
but there will be no additional fees.
- A 60-day motion was made, seconded, and carried that at all Pacific
swimming meets, a coach who is not wearing his or her membership card visibly
and who is unable to produce a card be given the option to sign a statement
attesting to his/her certification or to remove himself/herself from coaching
responsibilities on deck. The penalty for false representation shall be
a fine of $500 payable to Pacific Swimming. A coach has the right to appeal
the fine through the review committee process. (This motion will be
taken up at the May board meeting.)
- A 60-day motion was made, seconded, and carried that at all sanctioned
meets that include time trials, only swimmers that are entered in an individual
event in the meet are eligible to enter time trials. (This motion will
be taken up at the May board meeting.)
- A 60-day motion was made, seconded, and
carried to replace Section 3.B.5.b of the Pacific Rules and Regulations
(Individual Scratch Rule) with the following: (This motion will be taken
up at the May board meeting.)
b. Individual Scratch Rule
(1) (new) In all sanctioned
meets that are level A or less, there will be no penalty for a swimmer who
fails to report for or compete in an event.
(2) (new) Only the Pacific
Swimming Board of Directors can modify the no-show rule for any swim meet.
(3) (new) The host organization
may come before the Board of Directors and ask for a waiver or modification
of the no-show rule.
(4) (new) At trials and finals
meets, the National Championship scratch rule may be used in place of the
Pacific scratch rule with the permission of the Pacific Board of Directors.
(5) (renumbered) Swimmers
shall inform themselves of the meet starting time and shall report to the
proper meet authorities promptly upon call.
(6) (renumbered) Pre-Seeded
Meets
(a) Swimmers shall report promptly to the starting block when their event/heat
is called.
(b) Any swimmers not reporting for or competing in an individual timed
final event shall not be penalized.
(b) Any swimmers not reporting for or competing in a preliminary heat
when finals are scheduled shall not be penalized.
(7) (renumbered)
Events Seeded on the Deck - In timed finals meets there is
no penalty for swimmers not checking in for a particular event; they will
simply be scratched from it. Swimmers entered in an individual event that
is seeded on the deck, in whole or in part, who have checked in for that
event, must swim in the event unless they notify the clerk of the course
before the seeding for that event has begun that they wish to scratch. Failure
to swim an event will result in being barred from the next individual event
in which a swimmer is entered on that day or the next meet day, whichever
is first. Events seeded on the deck shall be closed for seeding no earlier
than 30 minutes prior to the estimated start of the event.
(8) (renumbered) Scratching from
Consolation Finals and Finals
(i) Swimmers qualifying for consolation finals or finals who do not wish
to compete must scratch within 30 minutes after the announcement of qualifiers.
During this period, qualifiers may also notify the referee that they may
not intend to compete in consolation finals or finals. In this case they
must declare their final intention within 30 minutes after the announcement
of qualifiers following their last individual preliminary event.
(ii) In the event of withdrawal or barring of a swimmer from competition,
the referee shall fill the consolation final or final when possible with
the next qualified swimmer(s). First and second alternates shall be announced
along with the final qualifiers. These alternates shall not be penalized
if they are unavailable to compete in the finals.
(iii) Where consolation finals have not yet been swum and a barring or
withdrawal is known to the referee, the referee shall reseed the consolation
final and the final, if necessary, to insert the alternate(s) in the appropriate
lane(s), filling all lanes in the final.
(iv) If a consolation final has already been contested, the companion
final shall be swum without reseeding for the empty lane(s).
(4) (renumbered)
Penalty for Failure to Compete
(i) Any swimmer qualifying for a consolation final or final race in an
individual event who fails to compete in said consolation final or final
race shall be barred from further competition for the remainder of the meet.
(ii) If the failure to compete occurs on the last day that the swimmer
is entered in an individual event in the meet, and no other penalty is applicable,
the swimmer shall then be fined $25.00.
(5) (unchanged) Exceptions
for Failure to Compete - No penalty shall apply for failure to withdraw
or compete in an individual event if:
(i) The referee is notified in the event of illness or injury and accepts
the proof thereof.
(ii) It is determined by the referee that the failure to compete is caused
by circumstances beyond the control of the swimmer. |
- A motion was made, seconded, and passed to accept University of the
Pacific Swimming of Stockton and Flying Fish of Fremont as club members.
- A 30-day motion was made and seconded to accept the
proprosal from the task force on meet planning. (This motion
will be taken up at the April board meeting.)
April 1999 Board of Directors meeting --
April 28, 1999
- A classification of C will be given to any time slower than the current
B standard for any given event.
- The LSC will cyclically schedule C/B, A, and AA+ meets for the entire
LSC.
- Age Group Open meets without time standards shall be offered only on
the three holiday weekends established as Memorial Day, Independence Day,
and Labor Day. These meets shall be awarded by Pacific's Scheduling Committee.
- AA+ meets shall be be trials and finals. The number of meets to be
run needs to be evaluated on an ongoing basis.

- In addition, it was voted to table (pending exploration of feasibility)
item 8 from the task force proposal, which proposed the development of
a database to be used to account for proof of time.
- It was moved, seconded, and approved to change the name of South Tahoe
Swim Team to Tahoe Swim Club.
- It was moved, seconded, and approved to allow all clubs hosting an
A+ meet on the weekend of July 9-10 to have their meet sanctioned as a
B/A+ meet if they wished.
- A motion was made, seconded, and approved to allow the Santa Clara
Swim Club to charge $5 per individual entry at the Santa Clara International
in June.
- A motion was made, seconded, and defeated to allow Reno Aquatics to
charge a splash fee of $4 per swimmer at their June 18-20 meet.
- It was moved, seconded, and carried to cofirnm the appointment of Lois
Race, Lloyd Yoshida, and Ray Mitchell as at-large members of the House
of Delegates.
- Review Committee Chairman George Cleveland read the following statement
and asked that it be included in the minutes:
It has come to the attention of the Board of Review that swimmers who
have achieved A times are entering meets with B times. This is a violation
of Section 4.A.4 of the Pacific Swimming
Rules and Regulations. Further, such violations are causing meet
hosts to award A medals which are not warranted, are displacing valid B
swimmers from receiving appropriate meet placing awards, and are negatively
impacting the fees to be remitted to Pacific from meet entry fees.
It would appear that in some cases, the swimmer's coach has encouraged
entering with B times when the swimmer had previously met the A standard.
One "excuse" offered was that the A time had been achieved in
short course so they entered as a B swimmer long course. This is not permitted
per Section 4.A.4, and, per Section
4.A.4.d, such cases are subject to discipline of the Board of Review.
This is being announced here so that the message will be included in
the minutes of the meeting which are sent to every club in Pacific so there
should be no misunderstanding about this matter. |
May 1999 Board of Directors meeting -- May
27, 1999
- The following 60-day motion was approved: at at all Pacific swimming
meets, a coach who is not wearing his or her membership card visibly and
who is unable to produce a card be given the option to sign a statement

- It was moved, seconded, and carried that meet support for the 10 &under
championship be increased from the budgeted $700 to the $843 actually spent.
- It was moved and seconded that the recommendations
of the ad-hoc committee on meet fees be accepted. (This motion
will be taken up at the July board meeting.)
- A motion was made and seconded that if an Invitational is offered,
it must be a closed invitational limited to 10 clubs or less, the clubs
to be named in the meet sanction. (This motion will be taken up at the
July board meeting.)
- A motion was made, seconded, and carried to support a bid to hold the
National Open Water Championships for the year 2000 in Pacific Swimming.
- A motion was made, seconded, and carried to approve the 2000 schedule
as submitted.
- A motion was made, seconded, and carried
to adopt the following proposal for cyclical scheduling of zone meets:
- There will be three cycles during 2000 during which the zones are limited
to offering B/C and A+ meets on certain weekends. This is to provide a
sequence of meets in which swimmers can progress logically toward major
age group championship meets.
- The first cycle builds toward Short Course Far Westerns in late March.
In this cycle, Feb. 12-13 is reserved for a B/C meet and March 4-5 for
an A+ meet. These will be followed by a AA+ meet on March 17-19 and by
Far Westerns on March 30-April 2. (Note: all other weekends, unless a Pacific
meet is scheduled, are open for zones to schedule meets as they wish.)
- The second cycle builds toward Long Course Far Westerns in early August.
In this cycle, June 17-18 is reserved for a B/C meet and July 8-9 for an
A+ meet . These will be followed by Long Course Age Group Championships
(AA+) on July 20-23 and by Far Westerns on August 2-6. (Again, all other
dates, unless a Pacific meet is scheduled, are open for zones to schedule
meets as they wish.)
- The third cycle builds toward Short Course Age Group Championships
in early December. In this cycle, Nov. 4-5 is reserved for a B/C meet and
Nov. 18-19 for an A+ meet. These will be followed by the Short Course Age
Group Championships (AA+) on Dec. 8-10. (Again, other dates are open for
zone meets unless a Pacific meet is scheduled.)
- It is not necessary for each zone to offer all of the cycle meets.
Zones are encouraged to work together to schedule meets jointly.
- This format will be evaluated after two years.

- A motion was made, seconded, and carried to provide a $325 travel allowance
plus a $100 per diem for swimmers from Pacific attending the National Disability
Championships.
June 1999 House of Delegates meeting -- June
24, 1999
- A motion was made, seconded, and carried to confirm the actions of
the Board of Directors since the last House of Delegates meeting in December
1998.
- The following officers were elected: General Chairman, Gerry Ng; Administrative
Vice Chairman, Rick Beebe; Senior Vice Chairman, Steve Morsilli; Age Group
Vice Chairman, Joyce Lanphere; Secretary, Dave Cottam; Treasurer, Fred
Siegrist; Registration, Judy Siegrist.
- The following were elected to at-large membership on the Board of Directors:
Tisha Batis, Gary Ladd, Gayle Maynor, Darryl Woo, and Mary Yoshida.
- The following were elected to the Board of Review: George Cleveland,
Gayle Maynor, Elias Totah, and Larry Rice.
- The following were elected to the Technical Planning Committee: non-coach,
John Dorr; coach, Dan Mendenhall.
June 1999 Board of Directors meeting -- June
24, 1999
- Expenditure authorizations of $560 for a hard drive in the BBS computer
and a CD writer for archival purposes, and $500 for the Coaches Committee
for administrative expenses, were approved.
- A motion was made, seconded, and carried to waive the continuous registration
requirement for eligibility for travel funds for a disabled Pacific swimmer
who participated in the National Championships in June.
- A motion was made, seconded, and carried to offer the following financial
assistance to the clubs hosting the following senior meets in 2000: February
senior meet-$1,000; March senior championships-$2,000; June senior meet-$1,500;
October senior meet-$1,000; December senior championships-$2,000.
- A 30-day motion was made and seconded to
amend Section 9.d.2 of the Pacific Rules and Regulations, which concerns
residence eligibility requirements for Senior Travel Fund assistance, to
include the following new language:
| b. For the Olympic Trials, the swimmer shall hold continuous Pacific
registration for the following periods of time in order to receive the
stated reimbursement percentage:
(1) During the first through fifth Championship meet periods after a
swimmer registers in Pacific, the swimmer will not be eligible for travel
assistance.
(2) During the sixth Championship meet period after a swimmer registers
in Pacific, the swimmer will be eligible for one-third of the travel assistance.
(3) During the seventh Championship meet period after a swimmer registers
in Pacific, the swimmer will be eligible for two-thirds of the travel assistance.
(4) During the eighth Championship meet period after a swimmer registers
in Pacific, the swimmer is eligible for the total amount of the travel
assistance as long as continuous Pacific registration is maintained. |
- A motion was made, seconded, and carried to change the 13-14 girls
200 back WZCT time standard to 2:31.69.
- A motion was made and seconded to allow DACA to permit swimmers without
the minimum B time standard to enter their June 26-27 meet. The motion
was defeated.
- A motion was made, seconded, and carried to accept the 2000 Pacific Swimming meet awards as recommended
by the Scheduling Committee. A second round of bidding will take place
in July with additional meets to be awarded by the committee prior to the
July 21 board meeting.
- A motion was made, seconded, and carried to retain the existing fee
structure and event limitation for the spring 2000 Short Course Far Westerns.
- A motion was made, seconded, and carried to provide travel assistance
of $75 for this summer's Junior Championship in Bakersfield and and $325
for Senior Championships in Minneapolis.
July 1999 Board of Directors meeting --
July 21, 1999
- It was moved, seconded, and carried to remove a motion from the table
to refer the issue of scoring for long course Far Westerns to the Age Group
Committee for consideration. The committee recommended no change to scoring
for long course Far Westerns, and by a show of hands the Board agreed to
maintain the current system. The Chairman appointed an ad-hoc committee
to work on a new plan.
- It was moved, seconded, and carried to remove a motion from the table
to lend financial support to Rohnert Park Swim Club to help offset increased
fees for their December senior meet. With amendments, the board approved
the motion to lend financial support to Rohnert Park in the amount of $2,000.
- The Board approved the following revised
meet fee schedule (note: amendments are incorporated).
- The following 60-day motion was approved as amended (amendment incorporated):
"If an Invitational meet is offered, it must be a closed invitational
limited to two teams per competitive lane, the clubs to be named in the
sanction."
- The following 30-day motion made at the June Board of Directors meeting
limiting eligibility for Travel Fund reimbursement for Olympic Trials was
approved as presented:
b. For the Olympic Trials, the swimmer shall hold continuous Pacific
registration for the following periods of time in order to receive the stated
reimbursement percentage:
(1) During the first through fifth Championship meet periods after a

- It was moved and seconded to nominate Robert Fletcher to the Technical
Planning Committee as the coach member and to nominate Bill Cunningham
as the non-coach member. There being no additional nominations, it was
moved to cast a unanimous ballot.
- It was moved and seconded that the South Bay Swim League be allowed
to collect $5 per individual event and $10 per relay event for their closed
Walk-on Last Chance Junior qualifier. The motion was amended and approved
as amended to allow them to collect $3 per individual event.
- A motion to approve the second round meet bids was made, seconded,
and carried. (They are incorporated in the 2000
meet schedule.)
- A motion to approve a $140 travel allowance for those representing
Pacific at the U.S. Aquatic Sports convention in San Diego was made, seconded,
and carried.
- A 30-day motion was made and seconded that if a swim meet is capped,
those who have entered whose entries will not be accepted must be notified
48 hours in advance.
August 1999 Board of Directors meeting --
August 25, 1999
- The Treasurer presented the financial statement for Pacific through
August 24. Expenses exceeded income for the year by about $36,200.
- It was moved and seconded to add the following language to Section
3.B.1 of Pacific's Rules and Regulations (Meet Operations/Entries) as an
alternative to the 30-day motion (immediately above) re the handling of
entries at capped meets:
d. When those meets that have an imposed limitation on the number of
swimmers reaches that capacity (Cap), all unaccepted entries will be notified
in the following fashion:
(1) No later than the first Monday before the meet, the Meet Director
will make provisions to contact (via telephone) a coach or board member
from each team that had entries returned.
(a) A log with the date, time, and name of person contacted will be maintained
as well as the name of each swimmer from the team with his/her total number
of events.
(b) all envelopes received will be opened so as to determine
if there are more than one swimmer's entries being rejected.
(c) with the permission of the contact person, those entries then can
be grouped together and mailed with the individual checks to the Team's
address. A small number of entries from a particular team should be mailed
directly back to the individual's address.
(d) the Meet Director of the oversize Cap meet will contact the
Meet Directors of any other Pacific swimming meets (regardless of Zone)
being held that same weekend. If any of the other meets have room to accomodate
additional swimmers, that information will be passed on to each of the telephoned
team contacts. Pacific Swimming Sanctions will be contacted so that the
other meets' sanction will be amended to allow late or deck entries.
(2) The host club will accept in the order they receive them entries
to a Cap meet. Swimmers from the host club or swimmers of meet officials
will not be given preference.
(3) Failure to notify, in the prescribed manner, the swimmers that their
entries are not being accepted will result in a complaint filed with
Pacific's Board of Review. An organization not attempting to notify
non-accepted entries may be barred by the Board of Directors from holding
meets the following year. |
- An expenditure authorization not to exceed $500 for t-shirts for the
11-12-year-old camp swimmers was moved, seconded, and approved
- It was moved, seconded, and approved to accept Slug Aquatics of Santa
Cruz (SLUG) as new club members.
- A 30-day motion was made and seconded to raise the Pacific sanction
fee to $25/day. This was replaced by a 30-day motion to raise the Pacific
sanction fee to $25/day and to extend it to include all sanctioned competition
(including meets and other non-meet events for which no entry fees are
charged).
- It was moved, seconded, and approved to allow the following meet fees
for the CAB open water meet on Oct. 12: $12 per race; $24 per race for
deck entries.
- A motion to allow BBD to use Pacific swimming Junior Trials and Finals
times for their Senior short course meet on October 23-24 was made, seconded,
and approved.
- A 30-day motion was made and seconded to allow Sierra Nevada Swimming
to use the Modesto pool July 20-23, 2000.
- The first draft of the 2000 budget was presented. Finance committe
chairman Tom Farris again requested realistic information from those needing
to include items in the budget and requested members to consider both income
sources and expense items carefully with an eye to balancing the budget
(see first bullet above).

- The 30-day motion made in the August meeting concerning the handling
of entries at capped meets (scroll up to view in yellow field immediately
above) was approved.
- Re the 30-day motion made in August to raise the Pacific sanction fee
to $25 per day for all sanctioned competition: the following substitute
motion carried: the sanction fee for all sanctioned competition lasting
one day (including dual, tri, and quad meets) to be $25; all two-three
day sanctioned competitions to be $50; all sanctioned competitions lasting
four days or longer to be $75. A motion to exclude dual, tri, and quad
meets was made and seconded, but failed. A motion to make the fees $15,
$30, and $45 respectively was tabled until the budget meeting could review
and make a recommendation.
- The 30-day motion made in August to allow Sierra Nevada Swimming to
use the Modesto pool July 20-23, 2000 was approved.
- A motion was made, seconded, and carried to approve the following standing
rules changes: BP6, CV1, FE3, MK2, MKX, MK5, MC2, ME4, ME5, ME6, RC2, SC5,
TP2. The following were pulled for consideration at a later date: MC8,
OE1, OE2, SM1, SM4, SG1.
- A motion was made, seconded, and carried (as amended) that $2500 ($2000
meet expenses plus $500 awards subsidy) to be paid to WEST to help cover
the cost of hosting the Age Group Championship meet. It was also moved,
seconded, and approved to require WEST to present a detailed income/expense
report for the meet.
- A motion was made, seconded, and carried that any meet subsidized by
Pacific be required to fill out a financial report covering the items to
be subsidized.
- A motion was made, seconded, and carried to amend Sections 9 and 10
of Pacific's Rules and Regulations as follows to reflect the new fee structure
for the year 2000:

- A motion was made, seconded, and carried that the Club Development
and Education positions on the Board of Directors be merged and that a
Top 16 Tabulator position be established on the Board.
- It was moved, seconded, and approved to allow the Nevada State Championships
meet to charge $4 per individual event, $16 per relay, and $2 meet surcharge.
- Regarding the new distance events for 10/unders and 11-12s, the following
motion was made, seconded, and carried: in order to enter the newly established
distance events for 10/unders and 11-12 age groups, swimmers must use their
established times for events they have previously swum. For events in which
they have not established a time, they must have met or exceeded the A
time standard for the next shorter distance in that event. If newly established
distance events are offered, these time standards will be included in the
meet sheet. Events will be seeded as conforming and nonconforming heats.
- A motion was made, seconded, and carried to allow Mustang Aquatics
to change its acronym to TUNE subject to the approval of the Santa Rosa
Neptunes.
- A motion was made, seconded, and carried to approve the 2000 Western
Zone Consideration Times as presented by time standards chairman Clint
Benton.
- A motion was made, seconded, and carried that all meets in Pacific
occurring after Jan. 1, 2000 use the whistle start procedure. A related
motion also was approved that whistle starts not be used in Pacific prior
to Jan. 1, 2000 except for the Pacific Age Group Championships and Senior
meets. During the discussion for these motions, it was pointed out that
the "no recall" start could be used at any meet but its use must
specifically be included in the meet sheet.
October 1999 Board of Directors meeting
-- October 27, 1999
- The following expenditure authorizations were approved: $150 for a
room for the 2000 officials clinic; $1302 for airfare to Hawaii for Joyce
Lanphere and Mary Yoshida to visit Maui to begin arrangements for 2001
Western Zones; and $300 for airfare for a swimmer attending a national
select camp.
- The following 30-day motion from the September meeting was approved:
the sanction fee for all sanctioned competition lasting one day (including
dual, tri, and quad meets) to be $15; all two- or three-day sanctioned
competitions to be $30; all sanctioned competitions lasting four days or
longer to be $45.
- A motion was made, seconded, and approved to continue for next year
last year's policy of limiting the number of events swimmers could compete
in at Far Westerns to six events for short course and seven events for
long course.
- A motion was made and seconded to approve travel assistance for national
meets on the following schedule: December for spring nationals, April for
summer nationals, and August for US Open. The motion failed.
- A motion was made and seconded that the PRT times for 2000 would be
based on the top 16th place in Far Westerns from 1999, that the PRT for
2001 would be based on the average of 16th place times from 1999 and 2000,
and that the PRT for 2002 would be based on the three year average from
1999, 2000, and 2001. After discussion, the motion was withdrawn.
- A motion was made, seconded, and approved to set travel assistance
for swimmers attending the national championship for swimmers with a disability
using the same criteria as for Juniors.
- It was moved, seconded, and approved to admit two new clubs to Pacific:
East Bay Bat Rays (EBAT) and Round Hill Swim Team (RHST). It was also moved,
seconded, and approved to allow Mustang Aquatics to change its name to
Triton Aquatics with the acronym TRAQ.
- It was moved, seconded, and approved that when a meet host club fails
to provide the complete USA Swimming registration number and swimmer name
when requesting a registration check from the Registration Chairman, a
fine of $3.50 may be levied for each swimmer whose information is incomplete.
- A motion was made and seconded that the swimmers' co-pay be increased
from 20% in-state and 25% out-of-state be increased to 50%. Made a 60-day
motion.
- A motion was made, seconded, and carried that all club names and acronyms
must be approved by the Board of Directors.
- A motion was made, seconded, and approved that meet fees for Far Westerns
be $4 for individual entries ($2.90 to host club, 1.10 to Pacific) and
$16 per relay entry ($11.50 to host club, $4.50 to Pacific).
- A motion was made, seconded, and approved that the entry fee for all
entries in a multi-class meet shall be the fee for the highest class in
the meet.
December 1999 House of Delegates meeting -- December
2, 1999
- With one exception (the following action had been taken inappropriately
by the Board of Directors), the actions of the board of directors since
the June 1999 House of Delegates meeting were confirmed.
- Article 5.1 of Pacific's Bylaws was amended so that (1) the Club Development
and Education Committees were combined, so that now a single board member
represents both these functions, and (2) a new Top 16 Tabulator position
was established on the Board of Directors. (This action involved amending
Pacific's bylaws, which can only be done by the House of Delegates.)
- The 2000 budget was approved as amended.
December 1999 Board of Directors meeting -- December
2, 1999
- The following expenditure authorizations were approved: $4492 for airfares
and car rentals associated with the upcoming quad meet; $4000 for the Jan.
8 awards banquet.
- A motion was made, seconded, and approved that a committee be formed
to evaluate whether the Top Time listing currently published in the montly
newsletter be published on the web instead. Rick Beebe will head this committee.
- A motion was made, seconded, and approved that the co-pay for camp
#1 be $30.
- A motion was made, seconded, and approved to approve the request of
Silicon Valley Splash of San Jose to join Pacific Swimming (its acronym
will be SLCN) and to allow Carson Aquatics to change its name to Carson
Tigersharks.
- A motion confirming the award of the Jan. 20-21, 2001, Jr.+ meet to
the Pleasanton Seahawks and conditionally approving the award of the May
6-7 Jr.+ meet to Orinda Aquatics was made seconded, and approved.
