New Membership Requirements for Adult Non-Athletes

USA Swimming has added a Mandatory Reporting training course to its offerings via the USA Swimming LEARN platform. The Mandatory Reporting: Understanding Your Responsibility course developed by the U.S. Center for SafeSport and available on USA Swimming’s LEARN platform includes information on CANRA.

All adult non-athlete members residing in California will be required to complete the Mandatory Reporting: Understanding Your Responsibility training course on the LEARN platform. All existing California adult non-athlete members must complete this requirement no later than November 3, 2022. If the requirement has not been met by November 3, 2022, the member will not be a member in good standing with USA Swimming unless or until such time as the training is completed; new members must complete the course as a condition of their membership.

For those members who complete the course before September 1, 2022:

Once a member has completed the course, the member will be required to provide a Certificate of Completion to the LSC Registrar who will then note the completion in the member’s SWIMS record.

To complete this requirement:

  1. Log into your USA Swimming LEARN account at usaswimming.org/apt

  2. Once logged in, add the Mandatory Reporting: Understanding Your Responsibility course under the "Courses" tab. 

  3. Once the course is added, view and complete the course. It will take approximately 60 minutes to complete. 

  4. Upon completion, save your Certificate of Achievement and provide a copy to your LSC Registration Chair. The LSC Registration Chair will make a note of the requirement completion in the member's SWIMS record. 


For those members who complete the course after September 1, 2022, the member’s SWIMS record will automatically update to reflect course completion without any additional action by the member or the LSC.
 


Resources

The State of California has enacted the Child Abuse and Neglect Reporting Act (“CANRA”). To assist our members residing in California, USA Swimming has provided certain resources on its website and has enacted a new membership requirement for California-residing adult non-athlete members. California law requires certain persons to report known or suspected child abuse or neglect. USA Swimming is providing two samples on its website to assist California members. 

  1. Acknowledgement to Report Child Abuse Form: This form can be supplied to employees of clubs or LSCs who are mandated reporters under CANRA. 

  2. Suspected Child Abuse Report Form: This form can be used to help California members in fulfilling their mandated reporting responsibilities.
